Always pay your bills first and have fun with your cash afterwards, though it's wise to put some aside in savings. You can avoid the horrors of a debt relief order and the like if you just remain sensible with your money. Depending on how much you make you should save a certain amount. If you barely make enough to pay your bills you should always definitely save all of the remaining money to eventually better your financial state. If your pay grade is way above what you have to pay in bills, then you might not need to save all your money, but I still recommend saving your money, just in case of emergencies, or even make your financial status even better. The most important thing to do to stay up with your finances you always want to save.
